Caldari will have more mids, gallente and amarr will have more lows. Minmatar is kinda in between with a decent spread of each. If I recall correctly, Minmatar also have the best base align time. WebI prefer Bustard, because mid-slot tank (you don't need more armor to make you go slower). I wouldn't say any is best though.
